I would like to know if secondary containment of Clean Sulphur Storage Tanks is required and/or mandatory in North America.

I have kept searching for an answer to my query. So far, I have not been able to find a mandatory requirement for having secondary contaiment for Liquid Sulphut Storage Tanks. However, I welcome any feedback regarding the failure of some of these tanks to stirr the discussion.

I believe that liquid sulphur storage in an insulated above ground CS tank presents some risks. The material is at 140-150 degress Celcius, it is flamable (although at higher temperatures), and the combustion products are highly toxic. Moreover, new larger sulphur burning acid plants have increased the size of these tanks to significant sizes.

If it is really considered as a hazardous material, then secondary containment should at least be recommended. Maybe, the feedback of somebody working for an insurance company will start the discussion.

I look forward to read the opinion of the specialists in this field.

I found a few reports of accidents involving molten sulphur storage tanks which have collapsed and caught on fire. The web site indicated as follows summarizes some of them: http://folc.ca/sulphur_storage/evacuations.htm

Also, I found a very intersting letter from the National Transportation Safety Board which discusses the classification of molten sulphur in USA.

I believe that the safety handling of molten sulphur is still not regulated in USA. Its safety handling relies on the hands and good judgement of the people who work in this field.
